How Silence Unknown Callers feature works on iPhone?

Please explain how Silence Unknown Callers feature works on iPhone. As far as I understand this feature was introduced by APPLE with iOS 13 on about 7 May 2021.

Before that it was IMPOSSIBLE to block calls on iPhones (APPLE did NOT allow call blocking before).

I am trying to understand how exactly Silence Unknown Callers feature works on iPhone? Do they apply a silent ring tone in order to silence unknown callers? How do they do that?

Appreciate your detailed, step by step explanation (pls. keep in mind I’m not a programmer).
